The Energy Information Administration believes energy-related carbon dioxide emissions will stay essentially flat over the next two years. In 2016, expected coal plant retirements may drive down emissions again. President Barack Obama has committed to paring global warming gases 17 percent below the 2005 levels. The goal wraps in all heat-trapping gases - not just carbon dioxide. Obama's target is still "within reach," said Dan Lashof, director of the Natural Resources Defense Council's climate and clean air program."
